A homestead exemption does not change your mortgage, but it can change the property tax portion of your monthly payment, and in Virginia the term means something different than it does in Florida or Texas. Suppose you are about to close on a $275,000 home in Rockingham County near Harrisonburg, or a similar one in Augusta County outside Staunton, and you ask what your taxes will be after closing. The honest answer is that the seller’s bill tells you little. Each county sets its own real estate tax rate per $100 of assessed value, and those rates differ from one jurisdiction to the next. The Weldon Cooper Center’s Virginia local tax rates publication lets you compare them side by side.

This guide covers what Virginia’s exemptions are, how they reach loan qualification and escrow, which loan programs matter in the Valley, and what the payment looks like with and without tax relief.

Virginia’s Homestead Exemption Protects Creditors’ Reach, Not Your Tax Bill

Virginia has no general homestead property tax discount like Florida’s. The state’s “homestead exemption” in Va. Code § 34-4 is a creditor-protection tool. You claim it by recording a homestead deed with the circuit court clerk, and it shields a fixed dollar amount of property from certain unsecured creditors. The General Assembly has changed that amount over time, with added amounts tied to age or disability, so read the current figure on the statute page before relying on it.

Property tax relief is a separate, local matter. Two routes matter most to Valley buyers:

Because relief is local, the Commissioner of Revenue offices in Rockingham, Augusta and Frederick counties each run their own application, deadline and income and asset thresholds. Winchester and Harrisonburg are independent cities with their own offices, so a Winchester address does not follow Frederick County’s rules. Always ask the office that covers the specific parcel.

Two misconceptions need correcting. Buyers moving from Florida or Texas do not bring a homestead benefit with them, and nothing in Virginia is applied automatically. A purchase-money mortgage is also not shielded by the creditor exemption: the exceptions in the Code cover debts incurred to buy the property, so the exemption never protects you from your own home loan.

How a Homestead Exemption Mortgage Question Plays Out in Escrow, DTI and Reassessment

A mortgage broker qualifies you on the taxes the home will actually carry after you own it. Escrow and your debt-to-income ratio (DTI, your monthly debts divided by gross monthly income) are built on that figure, not on the seller’s bill. If the seller was a 70-year-old with elderly relief, that relief ends with the sale. You start from the full tax amount unless and until you qualify for your own relief. If you want to test your own numbers, see how Valley buyers find their real debt-to-income number.

Relief for a senior, a disabled owner or a disabled veteran can lower the tax line in your escrow, but you apply through the Commissioner of Revenue after you own the home. Underwriting treatment varies by program and underwriter, so confirm it with your loan file in hand. As a general rule, an approval that has not been issued yet usually cannot be counted when you qualify. Plan on qualifying at full taxes and treat any exemption as a payment reduction that arrives later.

Reassessment and escrow shortfalls

Virginia localities reassess on their own cycles, from every year to every several years, and your purchase price does not lock in your assessment. When a new assessment lands higher than the one used to set up your escrow, the servicer’s annual analysis can find a shortfall. You then see a higher monthly payment going forward and sometimes a catch-up amount. A home bought at $275,000 that was assessed at much less can produce this effect. A mortgage calculator that includes taxes and insurance helps you stress-test that scenario before you close.

Proration at closing

Taxes are prorated at closing so you and the seller each pay for your own days of ownership. Due dates vary by locality. The closing disclosure shows what you owe at settlement and how many months of taxes go into your initial escrow deposit.

Which Loan Program Fits: USDA, VA, FHA or Conventional

USDA Rural Development comes first in the Valley because it offers zero down payment. Eligibility depends on two things: the property’s location and your household income. Check the address on the USDA single family eligibility map. Income limits are tied to area median income and household size, and they differ by county, so pull the current 2026 limits for Rockingham, Augusta, Shenandoah, Warren, Page and Frederick counties before assuming you fit. Many addresses inside Harrisonburg, Waynesboro and Winchester are not eligible while nearby county addresses may be, which is why you check by address. For a wider look at what is available, see our rundown of zero down payment mortgage programs in the Shenandoah Valley.

One angle worth understanding is the mortgage insurance comparison. As of this writing, USDA charges a 1% upfront guarantee fee and a 0.35% annual fee. FHA charges a 1.75% upfront premium and, for most 30-year loans at 3.5% down, 0.55% annually. Confirm both against current HUD and USDA notices. USDA’s lower annual fee leaves more room in the income ratios, and any drop in your tax escrow adds to that room. Our explainer on PMI, MIP and USDA fees walks through each one.

VA loans allow 0% down, and the funding fee is waived for veterans with a service-connected disability. Review the VA funding fee page. VA cash-out refinances go up to 100% loan-to-value (LTV). Disabled veterans should also ask their county about the property tax exemption described above.

FHA requires 3.5% down with a qualifying credit score. Conventional loans suit buyers with stronger credit and savings, and conventional cash-out refinances are capped at 90% LTV. The 2026 conforming loan limit is $806,500, rising to $1,249,125 in high-cost areas, which matters if you are buying above typical Valley price points. Buyers comparing down payment options can start with these low down payment mortgage programs.

Duane Buziak explains the fit by running your numbers across all of these programs, and he offers a NoTouch Credit Pull so you can see your options without a hard inquiry.

Worked Example: Escrow With and Without Tax Relief at $275,000 and $310,000

These figures are illustrations, not quotes. Assume an illustrative 6.25% rate on a 30-year fixed loan for every scenario, an illustrative tax rate of $0.65 per $100 of assessed value, and $100 a month for homeowners insurance. Verify the real county rate, rates and fee tables before relying on any of it.

USDA versus FHA at $275,000

Taxes are $275,000 x 0.0065 = $1,787.50 a year, or about $149 a month.

The monthly payments land close together, but the USDA buyer keeps the $9,625 that FHA requires at closing. On a $7,500 monthly gross income, the USDA payment is about 27% of income.

VA at $310,000, 0% down, funding fee waived

Taxes are $310,000 x 0.0065 = $2,015 a year, or about $168 a month. Principal and interest are about $1,909.

The exemption starts only after the county approves it, so the loan is qualified at the 34.4% figure and the savings show up afterward. Across every scenario, the exemption changes the escrow line. Principal and interest stay exactly where they were. If your own ratio runs higher, our guide to a mortgage with a high debt-to-income ratio covers your options.

Broker Versus Single-Lender Options: Comparison Table

Who structures the loan matters as much as the program. A broker shops multiple wholesale sources, while a single company prices from one rate sheet. Our comparison of a mortgage broker vs. direct lender goes deeper on the tradeoffs. Verify each company’s current practices directly before you decide.

Access to 500+ wholesale lenders means your USDA, VA or FHA loan is priced against hundreds of sources rather than one. Any other single-bank or local retail USDA shop works from a single company’s pricing. You can also learn why Valley buyers choose a local broker over big banks.

Homestead Exemption and Mortgage FAQ for Valley Buyers

Does Virginia have a homestead exemption that lowers my mortgage payment?

No. Virginia’s homestead exemption under Va. Code § 34-4 is creditor protection, not a tax discount, so it does not reduce your payment. Local tax relief can, and your county Commissioner of Revenue administers it.

How do I apply for veteran property tax relief in Rockingham County?

Contact the Rockingham County Commissioner of Revenue after closing. You will generally need your VA disability documentation showing a 100% permanent and total service-connected rating. Harrisonburg addresses fall under the city’s Commissioner of Revenue instead.

Will Augusta County property taxes change after I buy in Staunton?

They can, if the county reassesses on its cycle or the seller’s relief ends. Staunton is an independent city, so confirm whether your address is taxed by the city or Augusta County through the relevant Commissioner of Revenue.

Does Waynesboro qualify for a USDA loan in 2026?

It depends on the address. Check the property on the USDA eligibility map at eligibility.sc.egov.usda.gov, then confirm income limits with USDA Rural Development.

Can an exemption count as income to qualify in Harrisonburg?

No. An exemption lowers a cost, it is not income. A pending approval usually cannot be counted either, so confirm underwriting treatment with your broker and the Harrisonburg Commissioner of Revenue.

Does Frederick County (Winchester) offer elderly tax relief?

Frederick County may offer relief under Va. Code § 58.1-3210, with its own income and net worth limits. Ask the Frederick County Commissioner of Revenue. Winchester addresses are handled by the city’s office instead.

How do escrow accounts work for a Warren County (Front Royal) purchase?

Your servicer collects a monthly share of taxes and insurance and pays the bills when due. If a reassessment raises your taxes, the annual escrow analysis adjusts your payment. Confirm the current rate with the Warren County Treasurer.

Can I get a mortgage pre-approval without a hard pull in Shenandoah or Page County?

Yes. Duane Buziak offers a NoTouch Credit Pull so you can see options without a hard inquiry. Call 804-212-8663, and confirm USDA eligibility for your Shenandoah or Page County address on the USDA map.

The Exemption Moves One Line of Your Payment

A homestead exemption or local tax relief affects the tax line in your payment and not your loan terms. Qualify at full taxes, apply for relief with your county Commissioner of Revenue after closing, and treat any savings as a bonus.
